Jolisa Collins is a United States Navy veteran and the founder and chief executive of GovStrat Solutions, Inc.
She spent her career in corporate enterprise sales, working across state, local, and federal government accounts. In those roles she learned how public institutions actually buy — what moves a file forward, where procurement stalls, and why clear communication beats a bigger catalog nearly every time.
She served in the Navy as a Utilitiesman, responsible for the water, fuel, and mechanical systems a base depends on.
She founded GovStrat Solutions, Inc. to build something of her own — a company with no inherited contracts, no legacy vehicles, and no institutional backing behind it. Today it operates as a registered federal prime contractor across five capability lanes, holding SDVOSB, VOSB, WOSB, Minority-Owned, and NC State HUB certifications.
Her ambition for the firm extends past the contract ledger. Every lane the company opens is a step toward a business that employs people, keeps capital moving through the local economy, and demonstrates what a veteran- and woman-owned prime can build from nothing.
